Section 8.7  Budget Control
   The City Manager shall report to the Council at least once each calendar quarter on the fiscal condition of the City.  If it appears that expenditures will be greater than the sum of projected revenues and other available funds, the City Manager shall recommend appropriate actions to the Council.  The Council shall reduce appropriations to the extent necessary to prevent a deficit balance at the end of the fiscal year.  The Council shall not reduce appropriations required to pay current debt and interest charges.
