After the budget has been adopted or amended, all money drawn from the City treasury and obligations incurred to expend money shall be consistent with the amounts appropriated for each activity center and purposes stated in the budget. The Council may transfer any part of an unencumbered appropriation balance from one department account to another but such transfers shall not include financial resources designated by law or this Charter as restricted funds. The Council may require the reversion of all unobligated appropriations remaining in the general fund at the end of a fiscal year for reappropriation in the subsequent fiscal year.
