The Council shall conduct a public hearing on the budget before finally adopting the annual budget. The Clerk shall publish a notice of the public hearing at least one week prior to the hearing. A copy of the proposed budget shall be on file and available to the public for inspection during the office hours at the office of the Clerk for at least one week prior to the public hearing.
