Certification of a referendary petition shall automatically suspend the ordinance in question, pending repeal by the Council or determination by the electors. The Council may not amend or repeal an ordinance adopted by the electorate through initiatory proceedings during the two-year period immediately following the date of the election at which it was adopted and after such period only by the affirmative vote of four members of the Council.
