The City Manager or his or her designee shall cause notification to be given to all persons residing and those doing business in the city of the restrictions and of the penalties set forth by this chapter. Notification shall be made by publication in the official city newspaper within 20 days from the date of adoption of this chapter and by posting signs in appropriate places on the streets and highways in the city.
