Section 7.6  Effective Date of Ordinances
   (a)   Each ordinance shall include an effective date and take effect at that time unless the ordinance imposes a penalty in which case the effective date of the ordinance shall not be less than 10 days after the date of its publication.  The Council may make any ordinance effective immediately if, upon the vote of not less than four members, it declares the public safety, health, and welfare to be at risk.
   (b)   An ordinance adopted by Council to address a condition declared by Council to be an emergency may take effect upon the posting of notices in not less than five public places in the City.
