Section 7.5  Enactment, Amendment, and Repeal of Ordinances
   The Council may enact, amend, or repeal ordinances by the affirmative vote of three or more Council members.  The Council may create or abolish no office, impose no tax assessment, close no street, alley or public ground, sell or dispose of no real estate or any interest therein, take no private property for public use, reconsider or rescind any vote of the Council except upon the affirmative vote of at least four of its members.  When revising or amending an ordinance, the Council shall enter the changes in each of the affected sections.  The Council may repeal an ordinance by reference to the number and title only.
