Section 7.1  Public Health and Safety
   The Council shall provide for the public peace, health, and welfare of City residents, for the safety of persons and property, and for the protection of the natural environment of the City.  The Council may delegate its duties and responsibilities to City officers, departments, and agencies.  However, the Council shall oversee the execution of these fundamental purposes of the City.
