Section 6.6  Voting and Publication of Minutes
   (a)   The Clerk-Treasurer shall call the name of each Councilor for his or her vote on all ordinances and resolutions and record each vote in the journal.  However, when the Mayor determines that the vote is unanimous and no Councilor objects, the Mayor may direct the Clerk-Treasurer to record in the journal a unanimous vote.  Each Councilor shall vote on all questions before the Council unless he or she asserts a financial interest under the provisions of Section 5.8.
   (b)   The Official Proceedings of the Council, or a synopsis thereof showing the substance of each separate proceeding, shall be printed in one newspaper or municipal newsletter of general circulation in the City within 15 days after the meeting at which the Council approves the minutes. Copies of draft minutes not approved by the Council shall be available in compliance with the requirements of the State Open Meetings Act. If a synopsis is to be published, it shall be prepared by the Clerk-Treasurer and approved by the Mayor.
