Section 6.4  Meetings to be Public
   All meetings of the Council shall be open to the public and shall comply with the provisions of the State Open Meetings Act.  The Council may meet in sessions closed to the general public for the purposes and in the manner provided by State law.  In its rules of procedure, the Council shall provide residents and other members of the public a reasonable opportunity to address the Council.
