The Clerk - Treasurer, Mayor, and City Attorney, together, shall constitute the Election Commission. The Election Commission shall have charge of all activities and duties required by State law, this Charter, and any City ordinance relating to the conduct of municipal elections. The City Council shall determine the compensation of personnel employed on a temporary basis to assist in conducting elections. In any case where the appropriate election procedure is in doubt, the Election Commission shall prescribe the procedure to be followed. The Clerk - Treasurer shall preside at all meetings of the Election Commission. Two members shall constitute a quorum. Members of the Election Commission shall be paid no compensation in addition to their annual salary or contracted compensation.
