Section 4.5  Election Date
   A municipal election shall be held in the City on the first Tuesday after the first Monday in November 2003 and every odd numbered year thereafter.  This shall be known as the General Municipal Election.  All other municipal elections called by the Council shall be known as Special Municipal Elections.  The City shall not conduct a primary election prior to a General or Special Municipal Election.
