The responsibilities and duties of each city department and the officers and employees of each department shall be established by this Charter, laws of the State, and ordinances of the City. The City Manager, by regulation, may prescribe for departments, officers, and employees the duties and responsibilities consistent with this Charter, City ordinances, and State law.
