(a) The Council shall select and contract with a person to serve as the City Attorney for a specified term at the compensation determined by the Council. The Attorney shall serve in accordance with the terms of a contract with the Council.
(b) The Council may retain special legal counsel to handle any matter to which the City is a party, in which the City has an interest, or to assist and counsel with the City Attorney.
