Section 3.11  Acting City Manager
   The Council shall appoint a person to serve as Acting City Manager during the period of a vacancy in the office of City Manager or during the absence of the City Manager from the City.  The Acting Manager shall have all the responsibilities, duties, and authority of the City Manager while serving in the capacity of City Manager.
