The City Council shall designate one of its members as Mayor Pro-Tempore to perform the duties of the Mayor when the Mayor is temporarily unable to perform the duties of the office. Whenever three Councilors are present at a regular meeting of the Council, and both the Mayor and Mayor Pro-Tempore are absent, the three Councilors present shall elect one of the members present to act as Acting Mayor Pro-Tempore. The Council, so constituted, shall be empowered to conduct the regular business of the Council.
