Section 3.3  Establishing City Boards
   The Council may establish such boards, as the Council considers necessary for the best interests of the City.  The Council shall define the duties of such boards and take such other action relating to them as is required by this Charter or by statute.  The term of members appointed to such boards shall not exceed three years.  Such boards shall be established for a not longer than six years but thereafter, by the vote of the Council, they may be extended for additional periods not exceeding six years.  The Mayor and Council shall remove from office any member of boards and commissions of the City who is absent from three consecutive meetings, unless the respective Board excuses an absence and enters the reasons for absences in the Board’s official minutes.
