Section 2.5  Liability and Obligations of Present City
   The City shall be subject to and liable for all debts, liabilities, and obligations of the present City in existence, and those that may be incurred in the future.  The City shall make suitable provisions for the liquidation and payment of these debts, liabilities, and obligations.
