When no procedure is set forth in this Charter for the exercise of any power granted to or possessed by the City and its officers, the City may employ any procedure permitted by any statute of the State of Michigan. If different statutes provide alternate procedures, the Council shall select the procedure it considers to be most expeditious and advantageous to the City and its residents. Where no procedure for the exercise of any power of the City is set forth, either in this Charter or in any statute of the State of Michigan, the Council may prescribe by ordinance a procedure for the exercise thereof.
