If any phrase, clause, sentence, or section of this subchapter is for any reason declared illegal or invalid in any final adjudication by a court of competent jurisdiction, the remaining parts of this subchapter shall be deemed to have been adopted and shall continue in full force and effect without such illegal or invalid provision.
