Section 2.1  General Municipal Powers
   The City of Reading and its officers, unless otherwise provided or limited by this Charter, shall be vested with any and all powers, privileges, and immunities, expressed and implied, that the Constitution and laws of the State of Michigan including Public Act 279 of 1909 [M.C.L. 117.1 et seq., MSA 5.2071 et seq.] now or in the future, may provide.  No enumeration of particular powers, privileges, or immunities in this Charter shall be held to be exclusive.
