If, at the expiration of any time limit in said notice, the owner has not complied with the requirements thereof, the Mayor or his or her designated representative shall carry out the requirements of said notice. The cost of such abatement shall be charged against the premises and the owner thereof in accordance with the provisions of §§ 91.065 through 91.070.
