JUNK, as used in this subchapter, shall mean a vehicle which is seven or more years old and is apparently inoperable or is extensively damaged, to the extent that the cost of repairing that vehicle so that it is operational and safe to travel on public highways, would exceed the fair market value of that vehicle.
