1478.04 EGRESS.
   (a)   All dwellings shall have a safe, unobstructed means of egress with a minimum headroom of six feet, six inches leading to safe and open space at ground level.
    (b)   All exits, including exit stairways, shall be kept in a reasonably good state of repair. Floors, treads and risers must be sound and furnish a reasonably smooth surface. Risers of unequal height, broken tread noses, structurally unsafe surfaces, excessive warping, holes and cracks all constitute serious safety hazards. Doors must be readily operable from the inside as well as the outside. Each exit shall be kept unobstructed at all times.
