An owner or operator of every residential rental dwelling, rooming house or dormitory dwelling shall, annually, file a registration with the City of Ravenna, unless a housing license, pursuant to the provisions of this chapter, has been issued for the same dwelling within one year. Should the owner or operator of a residential rental dwelling, rooming house, or dormitory dwelling refuse to participate in the rental inspection program, they shall complete the opt-out form provided from the Building Department and return the form to the Building Department within seven days.
