Every housing license shall be issued for a period of two years from its date of issuance unless sooner revoked, and may be renewed for successive periods of not to exceed two years. The housing license shall be permitted to be transferred to a new owner or operator within thirty days of transfer or other legal disposal of a residential rental dwelling, rooming house or dormitory dwelling.
