(a) Where a violation of this Code is found to exist, a written notice from the Property Maintenance Officer shall be served upon the person or persons responsible for the correction thereof. Such notice shall specify the violation committed and a reasonable period of time to correct or abate such violation.
(b) Service of such notice shall be by Regular U.S. Mail, personal service or certified mail addressed to the owner or responsible party at his or her residence or to the tax mailing address as indicated by the records of the County Treasurer.
