The City of Ravenna is hereby authorized and directed to develop and adopt plans for the inspection of dwelling units subject to the provisions of this Code, including, but not limited to:
(a) A plan for the periodic inspection of all residential rental dwellings, rooming houses and dormitories.
(b) A plan for the systematic inspection of all premises within the City of Ravenna subject to the provisions of Chapter 1488 - Exterior Property Maintenance.
(c) A program whereby any property owner or operator, prior to entering into a contract for the sale of any dwelling in the City of Ravenna, may request and obtain from the City of Ravenna, a report, issued by the Property Maintenance Officer, based on an inspection of such dwelling, pursuant to the provisions of this Code.
