Any wrecking work shall be completed within thirty days from the date of the issuance of the permit therefor, except that the time may be extended for an additional thirty days only for good cause shown on application to the Chief Building Official. If the wrecking work is not completed within thirty days, or sixty days if an additional thirty days has been granted, the Chief Building Official shall immediately employ labor to complete the operation, and the cost thereof shall be borne by the person to whom a permit was issued or the owner of the property, and such persons shall be jointly and severally liable to the City for reimbursement of such additional cost.
