After wrecking a building, all walls shall be leveled and all excavations shall be filled to the surrounding grade and left in a safe and sanitary condition. All rubbish shall be removed from the premises, except that plaster, block and other incombustible materials may be used to fill the excavation, provided that the top one foot of fill shall be clean earth.
The filling of the excavation is not required when a building permit has been issued for a new building on the site and construction is to be started within sixty days after the completion of the wrecking operation. However, in such event, the holder of the building permit shall surround such excavation with a substantial fence protecting all sides to a height specified by the Chief Building Official.
All adjacent streets, alleys and sidewalks shall be kept free and clear of all rubbish, refuse and loose material resulting from the wrecking and removal operations.
