It shall be the policy of the City that, when a developer is starting a project, the full amount of the required inspection fees will be appropriated by Council, based upon an estimate prepared by the City Engineer. The developer will be invoiced by the Engineering Department for that amount and payment will be made by the developer within thirty days after receipt of said invoice. It shall be the responsibility of the City Engineer and the Finance Director to monitor the collection of funds from the developer and to suspend work if necessary on any development where funds have not been received to cover the inspection and testing costs.
