1404.04 CONFORMANCE REQUIRED.
   (a)   No building or other structure designed or used for dwelling purposes by one, two or three families shall hereafter be constructed, erected, altered or repaired except in conformity with the provisions of the Residential Code of Ohio, as adopted in Section 1404.01. Alterations to an existing building or a type of construction, as classified in the Residential Code of Ohio, shall substantially comply with the requirements of the Residential Code of Ohio, for a new building of the same type of construction.
   (b)   No person shall maintain, occupy or use a building that has been erected or altered in violation of any provision of the Residential Code of Ohio, which was applicable and in effect at the time such building was erected or altered.
