Each solid waste collector who has obtained a license pursuant to this chapter to collect solid wastes within the City shall be required to file with the Health Commissioner a schedule of residential rates that will be charged based upon both the volume of the container and the frequency of collection for all residential solid waste collection services rendered. Said rates shall specify therein the basic monthly charge for collecting solid waste from a container of an approximate or nominal capacity of thirty gallons at least once per week and the increased monthly charge for each additional container of the same capacity that is serviced at the same frequency as the primary container. Such rates shall be filed and volume service must be offered within thirty days from the effective date of this section.
