The City may place, or permit to be placed, rubbish containers on the public sidewalks for the reception of rubbish created on or adjacent to sidewalks. No person shall place, throw or deposit in these containers any garbage, dead animal or substance or material other than rubbish of a size and type which can be placed completely within the container.
