(a) Waste containers approved for residential collection shall not be set out earlier than 12:00 noon on the date preceding a regular collection day, and such containers shall be removed from the front of the property and returned to the container storage site within twelve hours of the collection period.

(b) Large items, such as discarded furniture, appliances, bicycles and comparable materials, shall be placed at the usual place of collection at the curb line or alley line prior to the time of regular collection on the day of collection.
