No person collecting solid wastes within the City shall dispose of such wastes at a site not properly licensed in accordance with Ohio R.C. Chapter 3734. A manifest, provided by the Health Department, shall be required of each licensed solid waste collector. This manifest will be signed by the landfill operator verifying the volume of each load. These records shall be remitted quarterly to the Health Department.
