The receptacle portion of all vehicles used to collect solid wastes shall be so constructed or loaded as to prevent any of its load from dropping, sifting, blowing, leaking or otherwise escaping therefrom. Further, the receptacle portion shall be so constructed as to permit complete enclosure, or shall be covered with a tarpaulin or similar cover that will provide complete enclosure except at those times when the vehicle transporting such receptacle portion is stationary for the purpose of depositing solid waste therein. Every container used by a collector to transport solid waste to the vehicle shall also be leak proof.
