1060.02 SOLID WASTE COLLECTORS; LICENSE REQUIRED; VEHICLE INSPECTIONS; INSURANCE.
   (a)   License Required. No person, firm, association or corporation shall collect solid wastes within the City without first having applied for and obtained a solid waste collector's license from the City Health Department for each vehicle used by such person to collect such solid wastes. The Health Commissioner shall issue such licenses to all applicants whose service and equipment meet the requirements of this chapter. The licenses shall be issued on a calendar year basis and must be reapplied for and obtained prior to the commencement of each succeeding calendar year. The reissuance of a collector's license shall not be automatic but shall be effective only after the Health Department has determined that the service equipment of the applicant meets the requirements of this chapter. Applications for solid waste collector's licenses must be submitted at least twenty-one calendar days prior to the desired effective date of the license sought and must be submitted on forms supplied by the Health Department. All licenses issued pursuant hereto shall specify the make, year and serial number of the vehicles which the collector may use to collect solid wastes within the City. All such vehicles, while in the City, must display identification markers in accordance with regulations to be established by the Commissioner.
   (b)   Safety Inspection Required. Prior to obtaining a solid waste collector's license, the owner or operator of each vehicle to be used for the collection of solid waste shall furnish proof to the Health Commissioner that such vehicle has passed a City Police Department safety inspection, is roadworthy and complies with the motor vehicle laws of the State.
   (c)   Liability Insurance Required. At the time application is made for a solid waste collector's license, the owner or operator of each vehicle for which such license is sought shall show proof that each such vehicle is covered by liability insurance in an amount of no less than two hundred and fifty thousand dollars ($250,000) per person and five hundred thousand dollars ($500,000) per occurrence per vehicle.
