Moneys received from the collection of charges and rentals shall be deposited with the Finance Director who shall keep the same separate from all other funds. The moneys shall be accounted for and shall be known as the Sewer Revenue Fund, which shall be disbursed in accordance with ordinances of Council authorizing the issuance of bonds to finance the City's sanitary sewerage system, as long as such bonds remain outstanding. Thereafter, when appropriated by Council such moneys shall be available for payment of the costs of managing, maintaining, operating and repairing the City's sanitary sewerage system.
