(a) No person shall do any of the following acts relating to the water system of the City:
(1) Tamper with any City water meter or any part thereof, or temporarily or permanently remove a meter, or install a bypass around a meter, or take any such other steps to undermine the meter's ability to measure the entire flow of water being used.
(2) Attempt to operate a City curb stop for the purpose of supplying water to a nonpaying party or restore service to a customer who has been shut off for nonpayment.
(3) Install or attempt to install a water service line or the extension of a water main without having obtained the written permission of the Director of Public Service.
(4) Use water from a City hydrant without having obtained a permit therefor and additionally having a meter installed.
(5) Other than a Water Department employee, operate any valve, corporation cock, curb stop or hydrant of the City's water system.
(b) No person within the City, other than an authorized City employee, shall possess any valve key, hydrant wrench, corporation key or any other device whose purpose is to operate the valves in a water system.
(c) If any water is used, wasted or lost through leakage due to a violation of any of the provisions of this chapter, the volume of such water shall be estimated by the Director of Public Service, and water charges and, if applicable, sewer charges, shall be paid for such volume of water by the violator at the then current rates, plus a penalty of 100 percent.
