1020.06 DEVELOPMENT OF UNIMPROVED DEDICATED STREETS.
   Any person desiring that any unimproved dedicated street be improved for vehicular usage shall inform the City of his or her intentions. However, the City shall not participate in any improvements of any unimproved dedicated streets. The total cost of the development of the unimproved dedicated street, which includes the streets, curbs, sidewalks and storm sewers, shall be borne fifty percent by the developer, and the remaining fifty percent shall be assessed against the remaining property owners abutting on the unimproved dedicated street. The developer shall comply with the City's specifications of such improvements which are on file in the City Engineer's office. The Engineer shall then make inspections to determine that these minimum standards and specifications are being met. Upon completion of the work and with the final approval of the City Engineer, the City shall accept these improved streets and be responsible for their normal maintenance and repair. Further, the City shall retain the ownership of all utilities of the dedicated rights of way being developed. Where a dedicated unimproved street is declared to be in need of improvement for the purpose of providing access to existing populated areas for safety reasons, as determined by the Director of Public Safety, these improvements, with the approval of Council, shall be paid for by the City.
