The following plan or system shall be the official house and street numbering system for the City, and the same shall be used by its residents.
This system is in accordance with plans prepared by W. H. Linton. It represents the four sections of the City, i.e. northeast, southeast, northwest and southwest, as divided by Main and Chestnut Streets, and is substantially as follows:
Main Street from Walnut Street to Sycamore Street, and Chestnut Street from Cedar Avenue to Spruce Avenue, shall have a number for every twenty feet, and all other portions of the City shall have a number for every thirty feet.
Numbers beginning with the odd hundreds shall be used to locate the positions of all streets in the northeast quarter, and numbers beginning with the even hundreds shall be used to locate the positions of all streets in the southwest quarter. North and south streets shall have odd numbers and east and west streets shall have even numbers in the northwest quarter. North and south streets shall have even numbers and east and west streets shall have odd numbers in the southeast quarter. The resulting number pattern shall be:

The number of 100 shall change on all parallel streets at the same relative point. The diagonal streets, as Mill Road and Cleveland Road, shall be numbered as running east and west, changing the 100's as the above limits are reached.
When a new area is annexed into the City, Council will evaluate whether to allow the existing house numbering system to remain or require compliance with the City numbering system as set forth in this section.
