Any person or company lawfully operating any taxicab in the City under a license heretofore issued by this City on the effective date of this section (Ordinance 1955-50, passed September 6, 1955) shall be entitled to and granted a certificate of public convenience and necessity by the Director of Public Safety as a matter of right. The Director of Public Safety shall issue the certificate to the person or company upon payment of the fees provided herein. However, such person or company shall be subject to all provisions of this chapter.
