856.19 ENFORCEMENT.
   It shall be the duty of the licensee to have each licensed taxicab presented to the Chief of Police, or to a person designated by him or her, once every four months at the time prescribed by such official for the purpose of having such taxicab thoroughly inspected as to safety and sanitary conditions.
   If the vehicle is found to be in an unsafe or unsanitary condition, such licensee shall forthwith correct such defect, and, upon failure to do so, shall be subject to having his or her license suspended or revoked by the Director of Public Safety. Such requirement as to periodic inspection shall not prevent the Chief of Police, or any person designated by him or her, from ordering any licensed taxicab to be presented for special examination upon demand as deemed advisable by such official.
   This section shall not prohibit periodic and random inspection of taxicabs during operating hours by police personnel.
