856.16 ESTABLISHMENT AND USE OF TAXICAB STANDS.
   (a)   The Director of Public Safety is authorized to establish taxicab call stands upon the streets of the City in such places as he or she believes to be proper. A holder of a taxicab certificate of public convenience and necessity desiring to establish a call stand shall make a written application therefor to the Director of Public Safety. The applicant must attach to the application the written approval of the abutting property owners of the space, consenting to the creation of the stand.
   When the application is filed, the Police Department shall make an investigation of the traffic conditions at the place and shall thereafter file its written recommendation with the Director of Public Safety. The Director shall then either grant or refuse the application.
   When a call stand has been established as herein provided, it shall be used solely by the holder for whom it was established and for no other holder of a taxicab certificate of public convenience and necessity. However, no holder of a taxicab certificate of public convenience and necessity shall obtain a permit for more than one such closed stand within the downtown business area.

   (b)   No taxicab call stand established under subsection (a) hereof shall occupy more than two parallel parking meter spaces or the equivalent street space. Every taxicab call stand shall be designated by appropriate signs.
