No person shall operate a taxicab for hire upon the streets of the City, and no person who owns or controls a taxicab shall permit it to be so driven, unless the driver of the taxicab has first obtained and has then in force a driver's license issued to him or her by the State of Ohio. The driver shall not have been convicted of a felony and shall be able to read, write and speak the English language. The driver shall be clean in dress, a person of good moral character and not addicted to the excessive use of intoxicating liquors or drugs.
