No taxicab certificate of public convenience and necessity shall be issued or continued in operation unless the holder thereof has paid an annual license fee of one hundred dollars ($100.00) per year for every vehicle operated under the certificate. The license fee shall be for the calendar year and shall be in addition to any other license fees or charges established by proper authority and applicable to the holder or the vehicles under his or her operation and control.
