856.03 PUBLIC HEARING; NOTICE.
   The Director of Public Safety, upon the filing of an application for a taxicab certificate of public convenience and necessity, shall investigate the statements made therein and shall present the application, with a report of his or her findings and recommendations, to Council. Council shall thereupon set a date for a public hearing and shall instruct the Director of Public Safety to give notice at least one week before the date of hearing, in writing, to the applicant and to all persons to whom certificates of public convenience and necessity have been theretofore issued, and by publication in a newspaper of general circulation in the City.
