The Mayor shall issue to each permittee at the time of delivery of his or her permit a badge which shall contain the words Licensed Solicitor, the time period for which the permit is issued and the number of the permit, in letters and figures easily discernible from a distance of ten feet. Such badge shall, during the time the permittee is engaged in soliciting, be worn constantly by the permitee on the front of his or her outer garment in such a way as to be conspicuous.
