660.07 OPEN LOT STORAGE OF UNREGISTERED VEHICLES IN RESIDENTIAL DISTRICTS.
   (a)   No person shall park, place or store, or permit to be parked, placed or stored, on any open lot or parcel of land within a Residential District, as established by the Zoning Code, not within the confines of any totally enclosed building or garage, for a period of fifteen days or more, any motor vehicle or part thereof not registered pursuant to Ohio R.C. Chapter 4503, or for which a certificate of registration and number plates have not been issued by the Ohio Registrar of Motor Vehicles for the current registration year.

   (b)   Whenever any police officer or the Fire Chief finds any motor vehicle in violation of division (a) of this section, he or she may serve upon the owner of such motor vehicle or of such lot or parcel of land upon which such motor vehicle is parked, placed or stored, a written notice informing such owner that unless he or she complies with the requirements of division (a) of this section within 48 hours, such motor vehicle will be removed by Municipal authority from such lot or parcel of land to a place within the City designated by the Service Director and there impounded.

   (c)   If the owner of any such impounded motor vehicle, within sixty days, furnishes evidence of his or her identity and of ownership and registration of such motor vehicle, and pays a fee in the amount of fifty dollars ($50.00) to compensate the City, and pays the additional expense of such removal, storage and impounding, such motor vehicle shall be forthwith surrendered to such owner upon request.
   (d)   If such owner fails to comply with subsection (c) hereof, such motor vehicle shall be disposed of as provided by law, and any amount of money so received for any disposition or sale shall be credited to the General Fund. Such remedy shall be in addition to the penalty provided in division (e) of this section.

   (e)   Whoever violates this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
